By-Laws last ammended 2014

Name: The competition will be known as the South Eastern Country Cup. As it occurs, a company’s name can be used in conjunction with the above competition.

Tournament: Sanctioned by Pool Victoria

Object: For the promotion of good fellowship amongst competitors and the advancement of the sport in general.

Eligibility of Players: For a player to be eligible they must;

a) be currently registered with the League/Association(that they are listed to play for) and must have played at least 50% of scheduled matches for the previous season in that league.

and

b) be a country resident, have a country address as place of residence and a country area code (phone).

EXCEPT New Players who must be able to provide proof, (when requested by Executive Committee) that they reside in the area in order to represent that league prior to the beginning of the tournament.  

Any illegal player/s must be brought to the attention of the Head Adjudicator before they play their first frame. This frame will be forfeited and that player will be disqualified from Tournament. The League/ Association will be fined $100 as well.

Teams & Registrations: Player names and addresses must be registered with Tournament Directors fourteen (14) days prior to tournament start date. Mobile phone numbers will not be accepted on registrations. If the player only has a mobile number, then proof of residence must be attached to form (copy of licence or utility bill). Leagues/Associations must also supply a copy of all players’ statistics to prove they have played enough matches in the previous season.

Player Code of Conduct: Players are to play all games in good spirit. Any player acting in a threatening or abusive manner will front a Tribunal Committee immediately. This Committee will be consisted of a Chairman which will be chosen by host League/Association and 5 other delegates who are from Leagues/Association not involved in the incident. The Tribunal Committee will decide any punishment they feel necessary.

League/Association or Team Fees: Fees are $300 for Pool Victoria Affiliates and $350 for Non Affiliates. Fees will rise and fall depending on cost incurred.

Meetings: To be held on Saturday morning of tournament at the venue at 8.00am. All teams are to have a delegate at the meeting to conduct business as requested.

Dress Code: All players are to have their League/Association Team shirt with collar. Black slacks or skirts must be worn. Black dress shoes must be worn. No hats or caps permitted. If a player is not in the proper attire they will not be permitted to play. Players may contact Committee to request exemptions before tournament begins. Teams will be required to line up for uniform to be checked prior to the commencement of  tournament.

Rules of Competition: Maximum of ten players per team, with seven players to play per round. Games will be played with the Official Rules of the World Eight Ball Federation, as used by Pool Victoria and the Australian Eight Ball Federation. Teams will toss for the first break and then alternate. At the end of the Round Robins if 1st and 2nd or 3rd and 4th are on the same Premiership Points and Percentage then they will have a playoff to be played on 2 tables. The play off will be same format as played throughout the Tournament.

Finals: The top 2 teams from each division will be eligible for finals. The two teams that came 1st will play each other in a qualifying final. The winner to proceed to the Grand Final and the Loser to play in the Preliminary Final. The two teams that came 2nd will play each other in the Elimination Final. The winner will proceed to the Preliminary Final and the loser will be eliminated from the Finals. The winner of the Preliminary Final will proceed to the Grand Final with the loser being eliminated from the Finals. All finals except Grand Final will be played on 2 tables. The Grand Final is to be played on 1 table. Once a team reaches 4 the final stops.

The top 4 teams from each division will be eligible for finals. 1st plays 2nd, the winner going into 1st spot in the next lot of Finals once both divisions combine. The loser goes into the Preliminary Final. 3rd plays 4th in the Elimination Final. The winner will proceed to the Preliminary Final and the loser will be eliminated from the Finals. The winner of the Preliminary Final will proceed to 2nd spot in the next set of Finals round. The two teams that came 1st will play each other in a qualifying final. The winner to proceed to the Grand Final and the Loser to play in the Preliminary Final. The two teams that came 2nd will play each other in the Elimination Final. The winner will proceed to the Preliminary Final and the loser will be eliminated from the Finals. The winner of the Preliminary Final will proceed to the Grand Final with the loser being eliminated from the Finals. All finals except Grand Final will be played on 2 tables. The Grand Final is to be played on 1 table. Once a team reaches 4 the final stops.

Holding of Tournament: Pool Victoria Affiliates only may host the Country Cup. Leagues/Associations will host the Country Cup for 2 years. This will be decided at the meeting of the new host Leagues/Associations first year.

By Law Alterations: All By law alterations must be in writing to host League/Association at least 14 days before Tournament start.
